Health Data Utility Framework - Prepared in Partnership with the Maryland Health Care Commission

The HDU Framework, prepared in partnership with the Maryland Health Care Commission, is intended to guide states, regions, HIEs, and community partners in the design and implementation of an HDU that provides deeper integration of health-related data to support public health and care delivery.

Coding and Co-design: Social Care and Health Care Lessons from the Gravity Project

Together with Civitas Networks for Health and HealthBegins, the Gravity Project convened an initial group of national and state-level representatives from social care (across food, housing, and navigation/care coordination) to inform its conceptual model and guide its standard creation. The lessons from these focus groups revealed concrete innovations able to be integrated into standards developments—as well as broader reflections on challenges and opportunities in social care integration.

Together with the Maryland Health Care Commission (MHCC), Civitas Networks for Health is excited to share a brand-new resource: our Health Data Utility (HDU) Issue Brief. Over the past year, we identified the need to differentiate key aspects of emerging HDU models more clearly call attention to key drivers prompting the need for more comprehensive health data and services.

How States Promote and Govern HIEs and Engage Them to Support Public Health

A four-part research project by David Horrocks, MBA, MPH; Laura Young; and Lisa Bari, MBA, MPH

We interviewed 52 states and territories to understand how state governments have engaged with state and subregion health information exchanges (HIE) within their jurisdictions. We investigated the ways states participate in governance of these HIEs, strategies states use to promote exchange activity, and ways the state departments of health are leveraging HIEs for public health purposes. We found significant state involvement in HIE activity, some prompted by the response to the COVID-19 pandemic. Yet, approaches among the states differ significantly. Here we introduce the four papers, which are the output of the research.

Social Determinants of Health (SDOH) Member Profile Compendium

This is a product of our SDOH and Interoperability Workgroup’s efforts throughout 2022. By capturing 36 profiles of member organizations in regions throughout the country who are involved in SDOH work, Civitas seeks to advance our collective knowledge, facilitate information sharing, and highlight the important role that our members – data-led, multi-stakeholder, multi-sector collaboratives and solutions partners – play in advancing SDOH work and addressing unmet social needs in the communities they serve.

Realizing the Promise of All Payer Claims Databases - A Federal and State Action Plan, Produced by Manatt Health

As consumer health care cost growth accelerates in the wake of a national public health emergency, the importance of market transparency and having access to comprehensive health system data resources—for state and national users—has never been clearer. In a paper developed with the support of the Robert Wood Johnson Foundation, and contributed to by Civitas Networks for Health CEO Lisa Bari, Manatt Health describes the value of APCDs in informing an emerging discussion among the federal government, states and health data leaders about the future of our systems of health and proposes investing in and building from our state health data infrastructure to develop national health data capacity.
