Briefing highlights:
- Congressional Updates: A narrow GOP majority in the 119th Congress is shaping legislative priorities and work on key committees. While Republicans leaders have been largely successful in maintaining party unity so far (with help from the President), this is not guaranteed going forward.
- Nominations: Robert F. Kennedy Jr. has been confirmed as HHS Secretary. Dr. Mehmet Oz has been nominated for CMS Administrator and is likely to be confirmed shortly, while other important appointments at CMS, CDC, and other HHS divisions are falling into place (though the structure and personnel at ASTP/ONC remain unresolved).
- Budget Reconciliation: The House and Senate continue attempting to resolve differences over their respective versions of reconciliation, though major Medicaid reductions are likely (including Major Medicaid and MES/MMIS funding changes)—our team is monitoring this situation closely.
- FY25 Appropriations: Temporary extensions remain in place for telehealth flexibilities, community health centers, and key Medicare provisions through the end of FY25, while the FY26 appropriations process is just getting started.
- Executive Orders: New federal mandates around transparency, chronic disease prevention, and expanded access to state-level health data will lead to revised regulations and further policy changes to agency operations.
