December 2025 Public Policy Briefing

Thank you to everyone who joined us for our final Public Policy Briefing of the year. These quarterly sessions are designed to keep members up to date on policy shifts, rulemaking updates, and new federal programs that affect data sharing and health improvement innovation. As always, we appreciate your engagement and feedback.

Today we covered:

  • State of Congress: What’s next with special elections and majorities. Please find attached the House and Senate calendar for 2026.
  • Reopening the Federal Government: The state of what happened from September through November during the longest government shutdown in history.
    • Keeping the Government Open: Congress has passed three of the 12 annual spending bills, and appropriators are working towards the next “minibus.”
  • ACA Fight and Healthcare Affordability: Currently, there are temporary, extra‑generous ACA subsidies that lower ACA marketplace premiums. These will expire on December 31, 2025.
  • Congressional Activity: Included details on the Health Information Privacy Reform Act (details attached from Senator Cassidy), Health Care Cybersecurity and Resilience Act, SUPPORT Act, GOP Healthcare Package, and more.
  • Current Efforts: Included details on “OneHHS” AI Strategy, CMS’s ACCESS Model, President Trump’s Management Agenda, the Rural Health Transformation Program (RHTP), and the Regulatory Agenda.
